MOTION-- The Fiscal Year 2020-21 Adopted Budget sets' aside $90 million in the Unappropriated
Balance for the preservation of City services, reinvestment in disadvantaged communities and
communities of color, reimagining public safety service delivery, and the Targeted Local Hire
(TLH) Program. As part of its action when adopting the FY 2020-21 Budget on July 1, 2020,
Council exempted the TLH Program from the hiring freeze, and encouraged General Managers
to continue to hire from the TLH Program in order to expand the program. Departments should
begin to consider how they plan to utilize the TLH Program in die current year by reporting
potential need for positions that were not authorized in the FY 2020-21 Adopted Budget. Council
can then evaluate these requests and potentially utilize the set aside funds to expand the TLH
Program.

I THEREFORE MOVE that all City departments, with assistance from the Personnel
Department and City Administrative Officer, be directed to report to Council in 30 days with
requests for new Targeted Local Hire-eligible position authorities that were not included in the
Adopted Budget for Fiscal Year 2020-21; the reports should include information on the work
that will be performed by the requested Targeted Local Hire positions and the total cost to fill the
positions.
