MOTION-- On February 2, 2021, President Biden issued a memorandum to the Secretary of Homeland
Security and the Administrator of the Federal Emergency Management Agency to adjust the
reimbursement ratio for State, local, Tribal and territorial government to 100% of
reimbursable expenses for the response to the COVID-19 pandemic emergency.
According to the accompanying Fact Sheet, the reimbursements would apply to expenses
for, "...masks, gloves, emergency feeding actions, sheltering at risk populations, and
mobilization of the National Guard - back dated to the beginning of the pandemic in
January 2020." This dramatic change in the support provided by the Federal government
will eventually provide significantly more funding to help the City recover from the
pandemic and support our most vulnerable constituents.
I THEREFORE MOVE that the Council INSTRUCT the City Administrative Officer to report
on the current state of the city's submitted reimbursement requests, anticipated revenues
and what the change to a 100% reimbursement means for the total reimbursement the city
should expect to receive.
I FURTHER MOVE that the Council INSTRUCT the City Administrative Officer to submit
revised reimbursement requests for 100% of the city's eligible expenses to the Federal
Emergency Management Agency as soon as possible.
