MOTION-- I MOVE that the Mayor’s Proposed Budget for 2020-21 be amended to instruct the City
Administrative Officer to report on the feasibility of allowing non-City entities such as utilities
and telecommunications providers, to pre-pay permitting costs for the entire fiscal year at permit issuing bureaus, specifically the Bureau of Street Lighting and the Bureau of Engineering and
whether such mechanism would generate general fund savings and cover upfront City staffing
costs at the start of the upcoming fiscal year.
